The Pahalgam Tragedy and Its Ripple Effects on Kashmir’s Tourism

Pahalgam, often referred to as the “Valley of Shepherds,” nestled in the Anantnag district of Jammu and Kashmir, has long been a symbol of serenity and natural beauty. Its lush meadows, pristine rivers, and snow-capped peaks have attracted tourists from around the globe, offering a glimpse into a paradise on Earth. However, on April 22, 2025, this tranquil haven was marred by a horrific act of violence that left the nation and the world in shock.

The Attack Unfolds and Valley’s Dream Shattered

Around 2:50 PM, as tourists reveled in the scenic beauty of Baisaran meadow, militants disguised in military uniforms emerged from the surrounding forests and unleashed a brutal assault. Eyewitnesses recounted how the assailants, numbering between four to six, initially posed as security personnel, engaging with the tourists before opening fire indiscriminately. The attack resulted in the death of at least 28 individuals, including 24 Indian nationals, two locals, and two foreign tourists from Nepal and the United Arab Emirates. Over 20 others sustained injuries, some critically.

Survivors described harrowing scenes where the attackers singled out individuals based on religious identity, demanding the recitation of Islamic verses and checking for circumcision to identify non-Muslims. Those who failed these tests were executed at close range. One survivor recounted how an assailant spared her life, instructing her to “go tell this to Modi,” a chilling message directed at India’s Prime Minister.

The Perpetrators: The Resistance Front

The Resistance Front (TRF), an offshoot of the Pakistan-based terrorist organisation Lashkar-e-Taiba, claimed responsibility for the attack. Formed in the aftermath of India’s revocation of Jammu and Kashmir’s special status in 2019, TRF has been involved in several attacks targeting civilians and security forces. The group cited alleged demographic changes in the Kashmir Valley as a motive, accusing the Indian government of settling over 85,000 “outsiders” in the region. 

Government’s Response and Ongoing Investigations

In the wake of the attack, Prime Minister Narendra Modi cut short his visit to Saudi Arabia, condemning the act as “dastardly and inhuman” and vowing that those responsible would be brought to justice. Home Minister Amit Shah traveled to Srinagar to assess the situation and coordinate the security response. A joint operation involving local police and the Indian Army was launched to apprehend the perpetrators, with helicopters deployed to locate the attackers and a temporary lockdown imposed in parts of Pahalgam.

The Chief Secretary of Jammu and Kashmir, Atal Dulloo, chaired a high-level meeting to review the security scenario in the region, emphasising the need to strengthen the security grid in view of the ongoing tourist season.

Impact on Tourism and the Local Economy

Tourism has been a vital component of Jammu and Kashmir’s economy, with the region witnessing a significant increase in tourist arrivals in recent years. In 2023, the Union Territory welcomed 12.7 million tourists in the first seven months alone, with projections reaching up to 22.5 million by the end of the year. This influx was seen as a sign of returning peace and stability in the Valley. 

However, the Pahalgam attack has cast a long shadow over this progress. The immediate aftermath saw a mass exodus of tourists, with airlines arranging special flights and maintaining fare stability to facilitate evacuations. Hotels and tourist hotspots, including Gulmarg and Pahalgam, were emptied following advisories, leading to a drastic fall in tourist numbers.

The economic repercussions are significant, affecting the tourism sector and the livelihoods of countless locals dependent on this industry. The attack threatens to undo years of efforts aimed at transforming Kashmir from a conflict zone to a tourist destination, highlighting the fragility of peace in the region.

The Pahalgam tragedy serves as a stark reminder of the challenges that persist in Jammu and Kashmir. While the region has made strides towards peace and development, the underlying tensions and threats remain. It underscores the need for continued vigilance, robust security measures, and inclusive policies that address the concerns of all communities.
