Historic Treasures, Modern Tourism: A Blueprint for Heritage Preservation in the Gulf

In the last 10 years, GCC countries have made efforts to restore, promote, and improve their cultural heritage as part of their strategy to boost tourism in the countries. Today, the region has 17 UNESCO World Heritage Sites and smaller palaces, mosques, and other sites that attract millions of tourists. According to GlobalData, in 2023, a total of 73.64 million international tourists visited the GCC. These growing stats might reflect the significant economic opportunity for the region, but the governments need to be more vigilant in preserving their cultural heritage sites.  The growing number of visitors might lead to vandalism, littering and other threats. Moreover, according to ScienceDirect, tourist vandalism in US National parks costs around 79 million USD and may also contribute to environmental damage to the nation. 

Finding The Right Mix

While cultural tourism offers significant economic benefits, GCC countries are conscious of the need to balance growth with heritage preservation. This is reflected in their commitment to sustainable tourism practices, such as the limitation of visitor numbers to fragile sites and the restoration of historical landmarks using traditional methods.

The Gulf nations have collaborated with international organisations like UNESCO and ICOMOS (International Council on Monuments and Sites) to ensure that their heritage preservation efforts are in line with global standards. Moreover, national cultural institutions, such as the Saudi Heritage Commission and the Qatar Museums Authority, are playing a pivotal role in safeguarding cultural assets.

Preservation Through Technology

As tourism is on the rise in GCC countries, authorities are actively seeking emerging technologies to help these nations preserve their cultural heritage sites. For instance, Saudi Arabia’s Diriyah Gate Development Project includes the restoration of At-Turaif, which is also a UNESCO World Heritage Site. According to Skift, the government is planning to invest around $63 billion in the project as part of its Vision 2030 project, which will involve the development of luxurious hotels, museums, cultural institutions and more. Further, according to Resoinsights, the project signed a strategic partnership with telecom company STC and HP for smart sensors, AI and other technology for monitoring and preventing damage to their cultural heritage site. 

The same research further states that GCC countries also seek fresh technologies, such as 3-D modelling and data analytics, to sustain their cultural heritage sites. For example, Qatar University and Brunel University are leading a project that is using these technologies to develop novel ways of preserving Qatar’s cultural heritage.

Preserving Heritage through Sustainable Tourism

GCC members like Oman have been champions of heritage preservation.  Its approach to cultural tourism emphasises sustainability and authenticity. Sites such as the Bahla Fort and the ancient city of Qalhat, both UNESCO World Heritage sites, have been meticulously restored to reflect Omani culture and traditions. Oman’s Ministry of Heritage and Tourism has actively promoted sustainable tourism by limiting the number of visitors to fragile heritage sites and investing in conserving its historical landmarks. These investments provided Oman with multifold returns. According to the World Economic Magazine, In 2022, the number of tourists in Oman grew by 348% from 652,000 to 2.9 million travellers, contributing to 68% of the country’s GDP and a staggering revenue of 1.3 billion.

Blending Modernity with Tradition

GCC countries have taken measures to blend their cultural significance with contemporary trends. For instance, the UAE has successfully managed its image as a modern nation with a deep appreciation for its tradition and culture.  The Sheikh Zayed Grand Mosque and Louvre Abu Dhabi are prime examples of how the UAE promotes cultural tourism by blending tradition with modern global attractions. Likewise, the country has launched various initiatives in Abu Dhabi and Dubai to highlight the Bedouin traditions of the nation with the blend of technology, which further boosted tourism. 

According to the UAE Ministry of Economy, tourism revenue was 9% of GDP in 2022 and is estimated to reach 15% by 2031. Further, the hotels in UAE made 38 AED just from tourism. They are further expecting that the tourist trips will increase to 37.4 billion with an annual revenue growth rate of 17.13%. 

Future Of Tourism In GCC Countries 

The GCC countries increasingly recognise the dual benefits of promoting cultural tourism while preserving their rich heritage. Through government initiatives, international collaborations, and sustainable tourism practices, they ensure that their cultural assets are celebrated and protected. Moreover, they are trying to restore the ancient buildings for newer purposes while keeping their significant architectural features. This has helped them improve public spaces for citizens, better engagement with historic sites, and more.
